Non-payment of penalties is considered a civil offence under Section 7a of the Vehicle Excise and Registration Act 1994. If a vehicle remains unlicensed, it could be clamped, removed, and impounded, resulting in release and storage fees. If you did not receive a notification from the DVLA regarding this penalty it may be because they are holding an incorrect address for you.
You must insure and tax your vehicle if you don't have a SORN. If you don't, you'll automatically be fined £80 for not having a SORN. Even if you have now taxed your vehicle or declared a SORN the £80 penalty is still payable.
If you have received a penalty fine but you are no longer are in possession of the vehicle, then you will have needed to have returned the vehicle logbook (V5C) to the DVLA with details of the new registered keeper. If this was not done prior to the vehicle tax expiring then it is likely that you would be liable to pay the penalty fine, as DVLA were not notified of the sale/transfer of ownership.

The registered keeper of a vehicle is legally required to ensure their address is accurate and up to date on the vehicle's logbook. If you change your address, you are required to notify the DVLA without delay. Failing to receive correspondence about a penalty due to an outdated address will not be considered a valid reason for appealing the penalty.
